******學(xué)校供暖項(xiàng)目采購(gòu)項(xiàng)目的潛在供應(yīng)商應(yīng)在蘭州市公共資源交易中心網(wǎng)（******/）在線免費(fèi)獲取磋商文件。獲取采購(gòu)文件，并于 2026年03月16日 10時(shí)00分 （北京時(shí)間）前提交響應(yīng)文件。

采購(gòu)需求：本工程位于蘭州市西固區(qū)福利東路，工作內(nèi)容：換熱間新建設(shè)備、利舊設(shè)備；一、二網(wǎng)管道、閥門、自控系統(tǒng)及室外建筑工程、室外安裝工程等。

合同履行期限：自合同簽訂之日起90日歷天。

項(xiàng)目是否預(yù)留中小企業(yè)：本項(xiàng)目中小企業(yè)預(yù)留比例100%。

二、申請(qǐng)人的資格要求：

1.（1）響應(yīng)人符合《中華人民共和國(guó)政府采購(gòu)法》第二十二條、《中華人民共和國(guó)政府采購(gòu)法實(shí)施條例》第十七條規(guī)定，根據(jù)《關(guān)于實(shí)施政府采購(gòu)供應(yīng)商資格承諾制相關(guān)事宜的通知》（蘭財(cái)采〔2021〕27號(hào)），響應(yīng)人須提供《資格承諾聲明函》加蓋公章；

（2）單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項(xiàng)下的采購(gòu)活動(dòng)；(須提供書面承諾函加蓋公章）

2.落實(shí)政府采購(gòu)政策需滿足的資格要求：（1）本項(xiàng)目專門面向中小企業(yè)，根據(jù)《政府采購(gòu)促進(jìn)中小企業(yè)發(fā)展管理辦法》（財(cái)庫(kù)[2020]46號(hào)）、《關(guān)于進(jìn)一步加大政府采購(gòu)支持中小企業(yè)力度的通知》（財(cái)庫(kù)〔2022〕19號(hào)）、《關(guān)于蘭州市政府采購(gòu)助力中小企業(yè)紓困解難促發(fā)展有關(guān)事項(xiàng)的通知》（蘭財(cái)采〔202************管理局（含新疆生產(chǎn)建設(shè)兵團(tuán)）出具的屬于監(jiān)獄企業(yè)的證明文件，未提供聲明函者不予認(rèn)定。

（2）政府采購(gòu)屬于節(jié)能清單和環(huán)境標(biāo)志清單中的產(chǎn)品時(shí)，在技術(shù)、服務(wù)等指標(biāo)同等條件下，應(yīng)當(dāng)優(yōu)先采購(gòu)節(jié)能清單和環(huán)境標(biāo)志清單所列的節(jié)能和環(huán)境標(biāo)志產(chǎn)品。

3.本項(xiàng)目的特定資格要求：響應(yīng)人須具有建設(shè)行政主管部門頒發(fā)的市政公用工程施工總承包二級(jí)（含二級(jí)）及以上資質(zhì)和有效的安全生產(chǎn)許可證。

（1）磋商響應(yīng)人須在響應(yīng)文件遞交截止日期前登錄“蘭州市公共資源交易中心官網(wǎng)（******/），點(diǎn)擊電子交易系統(tǒng)按鈕；選擇不見面開啟系統(tǒng)；根據(jù)項(xiàng)目類型“供應(yīng)商（政府采購(gòu)）”，選擇對(duì)應(yīng)模塊進(jìn)入不見面開標(biāo)系統(tǒng)；磋商響應(yīng)人使用 CA鎖或賬號(hào)密碼進(jìn)行登錄（建議使用CA鎖登錄）； 根據(jù)項(xiàng)目類型“政府采購(gòu)”，選擇項(xiàng)目所在模塊進(jìn)入；進(jìn)入模塊后先選擇網(wǎng)上開標(biāo)按鈕，然后再查找本次所投標(biāo)段項(xiàng)目名稱進(jìn)行投標(biāo)操作；找到所投標(biāo)段項(xiàng)目名稱以后，點(diǎn)擊我要參標(biāo)按鈕，對(duì)此項(xiàng)目進(jìn)行參標(biāo)，然后再點(diǎn)擊網(wǎng)上開標(biāo)按鈕，上傳響應(yīng)文件。
